

Soon big companies may be able to sell or purchase greenhouse gas credits. The system being proposed by Congress would limit carbon emissions by assigning overall and individual allowable limits. Companies would have the option to buy or sell their carbon credits with one another.
While Congress could vote as early as this summer, some parts of the country are not waiting. In the northeast, power plants in ten states will have regional “cap-and-trade” rules beginning next year. California is proposing a more extensive system that would affect nearly all business starting in 2012.
